I think rising crime will be a serious consequence of the foreclosure crisis. And with more people moving out an area, the tax base will shrink, making it more difficult to sustain large police forces. This will make it more difficult for the police to take care of rising crime on their own.

Local communities will have to start planning for vandalism, squatters, and resource thieves in foreclosure-ravaged areas. Working together with the police may be the best solution to prevent crime and maybe keep property values from falling as far as they would have without a safe neighborhood.
